Abstract
This study aims to examine legal protection for women and children as victims of domestic violence within the Indonesian national legal system and to assess the effectiveness of its implementation. The research focuses on how existing legal regulations provide fair protection and the extent to which their enforcement ensures the rights and safety of victims. This study employs normative legal research using statutory and conceptual approaches by analyzing Law Number 23 of 2004 on the Elimination of Domestic Violence and other related regulations. The findings indicate that although legal protection has been comprehensively regulated at the normative level, its implementation still faces juridical, institutional, and socio-cultural obstacles that weaken victim protection. This study concludes that strengthening legal protection for women and children victims of domestic violence requires responsive law enforcement, a gender-sensitive perspective, and stronger institutional coordination to ensure effective and equitable protection.
